EPCRA & Tier II
Tier II report
The annual inventory of hazardous chemicals a facility held during the previous calendar year, filed under EPCRA Section 312.
A Tier II report lists the hazardous chemicals a facility stored above reporting thresholds at any point during the previous calendar year, along with maximum and average daily amounts, how they were stored, and where on site they sat.
The federal deadline is March 1 each year, covering the year just ended. Reports go to the State Emergency Response Commission, the Local Emergency Planning Committee, and the local fire department, not to EPA.
The word "Tier II" refers to the level of detail: Tier I is an aggregate summary by hazard category, Tier II is the chemical-by-chemical detail. In practice almost every state requires Tier II, so the distinction rarely comes up.
