Tier2 Submit

EPA's free desktop software for preparing Tier II reports.

Tier2 Submit is a free application EPA publishes each year for preparing Tier II reports. It produces a file in the standard federal format that many, though not all, states accept.

Because it is released annually and its data standard changes between versions, a file prepared in one year's version may not import cleanly into another.

Several states do not accept its output at all and require filing through their own portal, which is the main reason multi-state filers end up maintaining more than one process.
