Multiple states: new Tier2 Submit fields and MFA requirements

EPA's Tier2 Submit software for Reporting Year 2025 introduced new required fields specific to parts of New England, meaning some facilities encountered data requirements that weren't present in prior filing years. Separately, a growing number of Tier II Manager states now require multi-factor authentication for portal access, an access change rather than a data change, but one that can catch facilities off guard if account credentials aren't kept current ahead of filing season.
