Building an accurate chemical inventory is the hardest part of EPCRA Tier II reporting, and it's also the part software alone can't fully solve. Someone still has to walk the facility, identify every container, confirm quantities, and match each product to its Safety Data Sheet. For Minnesota facilities, NeoTech Elements offers that step as a hands-on service, not just a data-entry form.

Why inventory collection is the hardest part of Tier II compliance

Tier II reporting requires the maximum quantity of each hazardous chemical present at any point during the year, not what's on a purchase order, and not an estimate. That means someone needs to physically account for what's actually stored on-site: chemicals in the main warehouse, in a maintenance closet, in a satellite building, or in process areas that don't show up on a master inventory list. Missing even one storage location is one of the most common reasons Tier II reports come back incomplete or inaccurate.

Most software can help you organize and calculate once you have the data. Getting the data in the first place is a physical, on-site task, and it's the step Minnesota facilities can now have NeoTech handle directly.

What NeoTech's Minnesota inventory collection service covers

The list below is what the service covers as described in this article. Details that aren't described here, such as exclusions, travel, scheduling, deliverable format and pricing, vary by facility. Treat them as open questions until NeoTech confirms them for your site.

Service scope: what is described here vs. what to confirm
Scope elementDescribed in this articleStill to confirm
Inputs you supplyNot specified. Plan on providing site access to every storage area, including satellite buildings and maintenance areas.Confirm with NeoTech when scoping: what documents (existing inventory list, SDS files, purchase records) NeoTech needs before the visit
Collection activitiesOn-site walkthroughs; identifying and counting hazardous chemicals; matching each product to its SDS; flagging easy-to-miss locations and secondary containersConfirm with NeoTech when scoping: how long the visit takes and who from your team should accompany it
Geographic coverageMinnesota facilitiesConfirm with NeoTech when scoping: whether your location is covered and whether travel is charged separately
ExclusionsNot specifiedConfirm with NeoTech when scoping: for example, areas that need special access or chemicals in sealed process equipment
DeliverablesQuantities recorded so they feed into NeoTech's inventory management and threshold calculation; a list of missing, outdated or mismatched SDSsConfirm with NeoTech when scoping: deliverable format and whether a separate report is provided
Your review responsibilitiesNot specified. The owner or operator certifies the Tier II report, so your team still reviews the collected data.Confirm with NeoTech when scoping: how corrections after the visit are handled

The left-hand column reflects only what this article states. Everything in the right-hand column is to be confirmed with NeoTech for your facility.

  • On-site walkthroughs to physically identify and count hazardous chemicals across your facility
  • Matching each product found on-site to its correct Safety Data Sheet
  • Flagging chemicals stored in easy-to-miss locations: satellite buildings, maintenance areas, secondary containers
  • Recording quantities in a way that feeds directly into NeoTech's inventory management and threshold auto-calculation
  • Identifying gaps where an SDS is missing, outdated, or doesn't match what's actually stored on-site

Because these details depend on the facility, contact NeoTech to confirm the service scope, coverage and deliverables for your site before you schedule a walkthrough.

Why this matters specifically for Minnesota facilities

Minnesota applies its own layer of requirements on top of the federal EPCRA baseline. Its program is the Minnesota EPCRA Program at the Department of Public Safety, Homeland Security and Emergency Management (HSEM). According to EPA's state directory, Minnesota accepts electronic Tier II data only through the Tier II Manager software (Hazconnect), and paper submissions only on the Minnesota state-specific form. Getting the underlying inventory right is the foundation every later step depends on: state-specific requirement verification, threshold calculations, deadline tracking and report generation are only as accurate as the inventory data feeding into them.

In Minnesota the inventory also sets the fee. Under Minn. R. 7507.0500, the Tier II processing fee is charged per facility based on the number of chemicals reported: $25 for 1–9, $100 for 10–49 and $1,000 for 50 or more, payable to the MN Department of Public Safety by June 1 of the year after submission. Facilities that must notify for an extremely hazardous substance also pay $75 per year under Minn. Stat. 299K.095 (individuals engaged in farming are exempt), and late fees apply under Minn. R. 7507.0700. A missed chemical, or one counted that shouldn't be, can change both the report and the fee tier. Confirm current amounts with the Minnesota EPCRA Program.

By offering inventory collection as an on-the-ground service for Minnesota facilities, NeoTech removes the step most likely to introduce errors before it ever becomes a software problem.

How it fits into the full compliance workflow

Inventory collection isn't a standalone service, but it's the front end of NeoTech's full platform. Once your inventory is collected and verified on-site, it flows directly into the same system that handles:

For a Minnesota facility, that means the chain from a chemical sitting on a shelf to a filed Tier II report runs through one system, without re-keying inventory data between steps. Your team still reviews the results, and the owner or operator certifies the report.

  • Facility setup and state-by-state requirement verification
  • SDS library management with AI-powered extraction
  • Ongoing inventory management and threshold auto-calculation
  • Calendar notifications ahead of 302, 311, and Tier II deadlines
  • Report generation in .t2s format for Tier2 Submit and E-Plan where those are accepted. Minnesota accepts electronic Tier II data only through Tier II Manager, so confirm the filing route with the Minnesota EPCRA Program
  • An optional managed submission service, if you choose. For Minnesota, confirm the required recipients with the Minnesota EPCRA Program and the submission scope with NeoTech

Sample deliverable and how to accept it

Whatever format the final deliverable takes, the collected data should let you trace every line back to a physical location and an SDS, with open questions listed rather than hidden. The rows below are fictional and only show the kind of information to look for.

Fictional, anonymized rows for illustration only. The actual deliverable format is to be confirmed with NeoTech when scoping.

To validate it, check each row against your own purchase and usage records, resolve every unresolved issue, and convert volumes to pounds using the density or specific gravity on the SDS before comparing anything with a threshold. A walkthrough is a count on the day of the visit, while Tier II asks for the maximum amount on site at any one time during the year. Use purchase history and production schedules to check whether a chemical peaked above what was counted.

Once accepted, the data needs an owner who keeps it current as deliveries arrive and stock is used. Keeping it in chemical inventory software lets later changes update the same records the walkthrough created, instead of starting from scratch next year.

Customer acceptance checklist

  • Every building, storage room and process area on our site list appears in the deliverable
  • Each line has a product identifier, quantity, unit and location
  • Each line is matched to a current SDS, or the gap is listed as an unresolved issue
  • Unidentified or unlabeled containers have been identified by our team
  • Quantities have been converted to pounds where needed, using SDS data
  • Collected quantities have been compared with purchase records to check for higher peaks earlier in the year
  • An owner has been named for keeping the inventory current after acceptance
  • Sign-off recorded: who accepted the data, and on what date

Who this is for

This service is a fit for Minnesota facilities that:

  • Don't have dedicated EHS staff to conduct a full physical inventory walkthrough
  • Have multiple storage areas or buildings and aren't fully confident their current inventory list is complete
  • Are filing a Tier II report for the first time and want to start with an accurate baseline
  • Want inventory verified by someone outside their own team, as an added layer of accuracy before filing

What to ask if you're considering an inventory collection service

  • Does the service physically walk the facility, or rely on documents you provide?
  • Are findings matched directly to SDS records, so gaps are identified during the visit?
  • Does collected data flow directly into ongoing inventory tracking, or require separate re-entry?
  • Is this available specifically in your state, or only as a generic remote service?
