Free Tier II reporting tools exist. EPA's own Tier2 Submit software is free, and some states run their own reporting systems (check your state's instructions for what it accepts and whether fees apply). If you're evaluating whether to pay for a platform at all, it's worth understanding exactly what a free tool like Tier2 Submit is documented to do, and what work stays with your team.
What a free form-preparation tool handles
EPA describes Tier2 Submit as a free program "to help facilities prepare electronic versions of the Tier II" form. Based on EPA's description, that covers:
- Preparing the Tier II form electronically, once you already have accurate chemical and quantity data
- Generating a .t2s file, which can also be exported to CAMEO Data Manager
- Producing a file your state may accept. EPA says to contact your state to find out whether it accepts Tier2 Submit files
Other free options, such as a state's own system, may handle additional steps such as completeness checks or direct submission. Check the specific tool your state points you to rather than assuming every free tool works the same way.
Capability matrix: EPA Tier2 Submit vs. a paid workflow
Rather than generalizing about "free" and "paid," the matrix below names the tools assessed. The Tier2 Submit column reflects only what EPA's Tier2 Submit page describes; where EPA's page doesn't mention a capability, it says so instead of assuming "no." The paid column reflects NeoTech's documented modules for its Tier II reporting software; treat it as claims to verify in a demo on your own data.
| Capability | EPA Tier2 Submit | NeoTech paid workflow | What to verify |
|---|---|---|---|
| Tier II preparation | Helps prepare electronic versions of the Tier II form | EPCRA Reporting module covers Sections 302, 311 and 312, with threshold calculations per chemical per site | Run your own data through either tool |
| Output files | Generates .t2s files; can export to CAMEO Data Manager | .t2s output for Tier2 Submit or E-Plan import where accepted, plus a PDF for the binder | Which format your state accepts |
| Inventory tracking | Not described in EPA's documentation | Quantities by facility, building and room; barcode receiving; threshold alerts before an EPCRA limit is crossed | How quantities reach the system day to day |
| SDS maintenance | Not described in EPA's documentation | SDS Library with version history and supplier-update checks; AI extraction with a confidence score per field and low-confidence fields flagged for review | How a reviewer corrects an extracted field |
| State output compatibility | EPA says to contact your state to find out if it accepts Tier2 Submit files | .t2s output where the state accepts it; state-by-state requirement verification | Your state's current instructions |
| Deadline tracking | Not described in EPA's documentation | Compliance Calendar with owners, reminders, escalations and completion evidence | Who gets reminded, and when |
| Support | Check EPA's Tier2 Submit page for help resources | Confirm support terms with NeoTech | Response times during February |
| Submission responsibility | Not described as a submission service; the facility submits by its state's route | Facility submits, or uses the optional managed submission service | The owner/operator still certifies the report either way |
EPA column summarizes EPA's Tier2 Submit page as checked on October 4, 2026; it is not a test of the software. NeoTech column summarizes NeoTech's own product descriptions.
The real cost of "free"
With a form-preparation tool like Tier2 Submit, the labor sits upstream: someone still has to gather current SDSs, determine maximum quantities, calculate thresholds and track deadlines before the software comes into play. For a single facility with a short, stable chemical list, that might be a reasonable trade. For anything more complex, the hours spent on that manual work are the real cost, but they just don't show up on an invoice.
| Work item | Tier2 Submit + spreadsheet | Paid workflow (NeoTech) | Cost driver |
|---|---|---|---|
| Initial setup | Build a spreadsheet: products, CAS, locations, units | Set up the facility, locations and SDS library | Staff hours vs. onboarding |
| SDS hazard data | Read 60 SDSs and type hazard categories and CAS numbers | AI extraction; reviewer checks flagged fields | Staff hours vs. subscription |
| Quantities through the year | Update the spreadsheet with each delivery | Record receipts and moves; threshold alerts | Staff hours either way |
| Threshold and mixture math | Formulas built and checked by the preparer | Calculated per chemical per site; reviewer checks | Error risk vs. review time |
| Form preparation | Re-key data into Tier2 Submit | Generate .t2s and PDF output | Re-keying hours |
| Annual maintenance | Re-check every SDS and formula each year | Supplier-update checks and version history | Staff hours vs. subscription |
| Submission | Facility submits by the state's route | Facility submits, or optional managed submission | Staff time vs. service fee |
Fictional facility. NeoTech capabilities in this table are limited to its documented modules; verify them on your own data.
To compare cost drivers honestly, estimate the staff hours in the left column at your own internal rate and set them against the subscription and any optional services. NeoTech's current monthly plans are on the NeoTech pricing page; ask separately whether the managed submission service is included in a plan or quoted.
When free tools make sense
- A single facility with a short, well-understood chemical inventory that rarely changes
- A team with dedicated EHS staff who already track thresholds and deadlines through another process
- A one-time or infrequent filing situation where building a repeatable process isn't a priority
- Your state accepts Tier2 Submit files, or its own free system covers what you need
When a paid workflow may fit better
- Inventory changes often, so maximum quantities are hard to reconstruct at filing time
- Several products are mixtures, or one or more contain an EHS component that must be totaled
- Nobody has dedicated time to read and re-check SDSs every year
- You report for more than one facility or more than one state
- You want deadline ownership and review recorded, not kept in one person's head
