EPCRA Reporting Software Pricing: What You Should Actually Expect to Pay

A breakdown of how EPCRA and Tier II compliance software is typically priced, and what questions to ask so you're not surprised later.

Pricing for EPCRA and Tier II compliance software isn't always transparent, and a lot of vendors push you toward a "request a quote" form before you know whether you're looking at a modest monthly subscription or a large multi-year contract. Here's a realistic breakdown of how this software tends to be priced, and what actually drives the number up or down.

The variables that actually move the price

Number of facilities. Most platforms price per facility or per site, which makes sense. A single-location auto shop and a ten-site manufacturer have very different compliance workloads. Watch for whether a vendor's per-facility pricing scales linearly or has volume breaks as you add sites.

SDS volume. Some platforms price based on how many Safety Data Sheets you're managing, since that's directly tied to how much AI extraction and library management the system is doing on your behalf. A facility with 50 chemicals is a very different job than one with 2,000.

Whether extraction is automated or manual. Software that requires you to manually key in hazard data from each SDS is typically cheaper up front, but that's often a false savings, since it shifts hours of labor back onto your team every reporting cycle. Factor in what your own time is worth before comparing sticker price alone.

Whether submission is included. This is one of the biggest, least-advertised pricing differences. Some platforms only generate the report and leave filing to you; others offer to submit directly to your SERC, LEPC, and fire department as part of the service. That's a meaningfully different scope of work, and it should show up as a meaningfully different (and clearly stated) price, not a hidden add-on you discover after signing.

Number of states. If your facilities span multiple states, ask whether state-specific requirement verification is included across all of them, or whether it's an added cost per state. This is easy to miss during a demo focused on a single example facility.

Features only matter to price if they're in the scope you're quoted. Before comparing numbers, write down the jobs you need covered: SDS library, SDS data extraction, chemical inventory, threshold calculations, Section 302/311/312 outputs, deadline tracking and, optionally, submission. Ask every vendor to quote against that same list. As one reference point, NeoTech's Tier II reporting software bundles an SDS Library, AI SDS Extraction, Chemical Inventory, EPCRA Reporting and a Compliance Calendar, with managed submission offered as an optional service; other vendors may split those same jobs into separate modules or price them differently.

A total-cost worksheet to fill in for each vendor

Sticker price is only one line of the total. Use the worksheet below during each demo or quote call, one copy per vendor. For every line, mark whether the item is included in the base subscription, an optional extra, or something that needs a separate quote, and write the vendor's answer in their own words. Anything still marked "quote" when you compare vendors is an open cost, not a zero.

Total-cost worksheet (one copy per vendor)
Cost itemWhat to askIncluded, extra or quote?Your vendor's answer
Facility countHow is each facility priced, and are there volume breaks as I add sites?Included / Extra / Quote
ModulesWhich of SDS library, extraction, inventory, reporting and calendar are in the plan I'd buy?Included / Extra / Quote
SDS and extraction volumeIs there a limit on SDSs stored or AI extractions per month or year? What happens above it?Included / Extra / Quote
Onboarding and setupWho sets up facilities, users and locations, and is that a one-time fee?Included / Extra / Quote
Data migrationWill you load our existing SDS files and inventory spreadsheets, or do we?Included / Extra / Quote
IntegrationsIs importing from our ERP, purchasing system or spreadsheets an extra project?Included / Extra / Quote
TrainingHow many training sessions are included, and for how many users?Included / Extra / Quote
SupportWhat support channels and response times come with the plan? Is reporting-season support different?Included / Extra / Quote
Filing servicesIs report submission offered, and is it priced per facility, per filing or per year?Included / Extra / Quote
State coverageAre state-specific requirements and outputs covered for every state we report in?Included / Extra / Quote
Recurring feesWhat is the monthly or annual fee, the minimum term and the renewal increase policy?Included / Extra / Quote
Users and rolesAre additional users or reviewer seats charged separately?Included / Extra / Quote

Add one-time items (onboarding, migration) to the recurring fee multiplied by the contract term to get a comparable total. Ask for every answer in writing with the quote.

Before you compare totals side by side

  • Every vendor quoted the same facility count and the same states
  • Every vendor quoted the same modules and the same SDS volume
  • Totals use the same contract term (for example, 12 months)
  • One-time fees are listed separately from recurring fees
  • Filing services are either included in every comparison or excluded from every comparison
  • Each open "quote" item has a named owner and a date to get the number

What a fair pricing structure looks like

  • Transparent, published tiers, or at minimum, a clear explanation of what drives the number, even if you need a quote for your exact facility count.
  • A real trial, ideally on your own data, before you commit, not just a sales demo using the vendor's sample facility.
  • No penalty for starting small. If you're a single-facility business today, pricing shouldn't assume you're an enterprise, and it shouldn't force a full re-platform later if you add a second site.
  • Clarity on what "reporting" includes. Does the price cover just the .t2s report generation, or does it include actual submission to SERC, LEPC, and fire department? These are different products with different labor behind them, and the price should reflect which one you're buying.

Questions to ask before you see a contract

  • Is pricing per facility, per SDS, or a flat rate, and how does it scale if I grow?
  • Is AI-based SDS extraction included, or a separate add-on?
  • Is state-by-state requirement verification included for every state I operate in?
  • Does the price include the platform generating the report, submitting it, or both?
  • Is there a free trial on real data, with no credit card required?
  • What does it cost to add a second facility next year, and does it require switching plans entirely?

Illustrative example: how cost lines change between two scenarios

The example below shows which lines of the worksheet move when scope changes. It deliberately contains no prices: actual figures depend on the vendor, the plan and the quote. Use it to see which questions to re-ask when your situation changes.

Which cost lines change (fictional scenarios, no prices shown)
Cost lineScenario AScenario BChanges?
Recurring subscriptionSee current pricing page for a one-facility planSee current pricing page; facility count doublesYes
SDS and extraction volumeAbout 150 SDSsAbout 300 SDSs, some shared between sitesYes, check plan limits
Onboarding and setupOne facility set upSecond facility, its locations and contacts addedYes, may be quote-dependent
Data migrationOne inventory spreadsheetTwo inventory spreadsheets with different formatsYes, may be quote-dependent
IntegrationsNone neededNone needed; same as Scenario ANo
TrainingOne preparerOne preparer plus a second-site contactPossibly
State coverageOne state's requirementsTwo states' requirements and output formatsYes, confirm both are covered
Filing servicesNot used; team submitsManaged submission for two facilitiesYes, quote-dependent
Internal staff timePreparer reviews data, prepares and submitsPreparer reviews data; provider submits after approvalYes, shifts rather than disappears

Fictional scenarios for illustration only. In both scenarios the facility still supplies accurate inventory data and certifies the report; a submission service changes who files, not who is responsible.

NeoTech publishes its current monthly plans on the NeoTech pricing page and offers a 30-day free trial with no credit card required. For anything that sits outside a published plan in your scenario, such as migration help or the optional managed submission service, ask for it as a written quote line so it can go straight into the worksheet above.

The real cost comparison isn't platform vs. platform, it's platform vs. your own time

The sticker price of EPCRA software often looks expensive next to "we just do it ourselves in a spreadsheet." But that comparison usually leaves out the actual hours spent reading SDS sheets, manually calculating thresholds, tracking deadlines by memory, and logging into a state portal to file. When you price in your own team's time and the cost of a missed deadline or a misfiled report, the calculus usually looks different.
